I think this might actually be Canton. TM I think they mean to be an appreviation for Timken Mercy Hospital which is right by Market in Canton. Either way it's hilarious. Could totally see that happening in Canton. Also I'm glad there's some 330's in here. 330; North Canton! Yay!

All of Wayne County is in 330, and I know of 3 distinct Market streets in Wayne, two of which are near hospitals.
Not saying it was in boring-ass Wayne county, stuff like that doesn't happen there, just pointing out that 330 is a lot bigger than your ignorant ass seems to think.
TM = Trumbull Memorial Hospital. Market Street is right in front.
And, sadly enough, there are a LOT of runners. The thing that makes this semi-normal is that he didn't have a catheter still attached.
