I love it when people think I'll agree to a pact like this
Not might break it. Break it.
Sound more like a challenge to me. Invite her to a party and do it. If he finds out, say you were drunk. he is most likely going to buy the "we were drunk" excuse then the "your sister is hot".

Sender and recipient are cousins. Or step brothers.
Or sleep with his sister and tell him that is what happens when he breaks the pact
