Hypothetically speaking - is it bad if you get cut off at an airport bar at 11:30am?

Depends on whether you're arrival or departure.
Hypothetically speaking- yes.
Can they refuse to board you as well, if you're visibly drunk? I thought for sure they can.
If they think that you're so drunk that you can't comply with flight crew instructions, or are going to pose a hazard or annoyance to the crew or pax, absolutely they can refuse to board you.
