I'd say it creates a hostile environment for anyone who doesn't get a promotion because they didn't show their tits.
Title VII's broad prohibitions against sex discrimination specifically cover:
Sexual Harassment - This includes practices ranging from direct requests for sexual favors to workplace conditions that create a hostile environment for persons of either gender, including same sex harassment.
Sexual favors and things of that ilk for promotion? Yeah, that's grounds for firing and not legal. It's descriminating for everyone else who is not willing to provide naked pictures of themselves.
