    Maybe. But he can certainly hear YOU when you're using your vibrator.

    Depends. Some cheap vibrators, mostly the battery-operated kind, are awfully loud. On the other hand a Hitachi Magic Wand makes a low-pitched strong vibration that's barely audible in the same room but that'll travel right through a floor, if you live upstairs from your landlord.
