Is it rude if I ask the current tenets of our future apartment if I can come and blackout for a night? I want stupendously drunk me to get a feel for the place so he's comfortable when we move in.

This is completely acceptable in the 48 continental states. It is frowned upon in Canada and Alaska. No word yet on Hawaii.
Maybe you could ask the current tenants about their tenets of being stupendously drunk in their apartment.
