  • 9:16, waterboarding is a form of torture where a person is tied or chained to a board on his or her back. They sometimes cover the head up, but not always. After the person has been chained down completely, they pour water over the persons face, almost to the point of drowning. If the person refuses to answer questions, the person doing the torturing repeats the process.
