Planned Parenthood offers birth control on a sliding scale, but it's not free. Of course, I'd give teenagers and college students free birth control just so they stay in school and do something with their lives.

Here in CA you can absolutely go to planned parenthood clinics and get birth control and now the plan b pills as well for free. They do ask for a donation after services are rendered. But that is optional. You are given a health access card to use for birth control and pap exams. You can also go for free SRD and pregnancy testing.

Plan B is not 100% guaranteed either. It's something like 90% and the efficiency decrease every hour... So not only you can get STD but you can get pregnant too.
